Bank illegally opened an extra account in my name and then charged me fees for the account. Do I have a claim against them?

I opened an account with a large bank. I was assigned two accounts instead of one, and one of the accounts was garnished by the legal department of the bank on behalf of California Franchise Tax Board. The amount garnished was over the amount I had on deposit so the bank could not pay the garnishment. As a result of that, my account was assessed other charges. The account was subsequently closed, but it now shows up on my credit. Do I have a claim against the bank for this wrongful conduct?
