Can DCFS reject valid guardianship of child, and intstead, place child with foster parents?

Parents gave temporary guardianship of newborn son to maternal uncle and wife. Papers were notarized, however, DCFS is challenging legality of paperwork in court. DCFS is trying to revoke guardianship paperwork to remove guardianship and make relatives foster parents without just cause. The child has been outside of my care for two months without the case moving forward. Is this legal? What are my options?
