What can be done for a handicapped adult whose mother passed away with no will and whose other relations are stealing the property he's entitled to?

The young man's other relations--including his mentally handicapped sibling and his mother's boyfriend--are taking everything and not giving him anything. What can be done to stop this and see that he gets what he's entitled to?
