What constitutes false arrest/imprisonment for purposes of having a viable claim/lawsuit?

The law enforcement agency in question cannot or did not produce any evidence to substantiate the arrest of a twenty-one year old for leaving the scene of a property damage motor vehicle accident. This includes non-cooperating witness accounts and false statements by the alleged victim. Also, a video recording of the incident was never produced or viewed by the accused, who is now being told the video is no longer available. The case has been adjudicated and the judge dismissed the charges.
